Import licence

The import licence is a document issued by the Angolan government to the importer and is not mandatory in the manifest and/or the bill of lading, but is necessary for customs clearance in Angola. The import licence number is attributed to the consignee and is the sole responsibility of the consignee.

Inspection certificate from BIVAC or BUREAU VERITAS (also known as CRF)

An inspection certificate must be issued by a Bureau Veritas or BIVAC agent in the origin country (for contact details of agents please contact your local Maersk office). The inspection must be done prior to loading of cargo. All costs related to the issuance of the inspection certificate are for the shipper, and the responsibility for obtaining the certificate is solely with the shipper.

The inspection certificate is necessary for customs clearance in Angola and fines which can range from 100% of the value of the cargo and upwards are given if a container arrives in Angola without the inspection certificate.

Loading certificate (also known as ARC / Waiver / CNCA certificate)

Angolan law requires that all cargo purchased abroad for import to Angola has a loading certificate. The party administrating this law is the Angolan National Shipper's Council also referred to as CNCA (Conselho Nacional de Carregadores).

The loading certificate number (Waiver/ARC number/CNCA certificate) must be shown on all documentation related to the cargo shipped under that Loading certificate. The shipper and/or forwarder should provide the Loading certificate number to the ocean carrier at the loading port (Loading agent) for inclusion in the manifest and bill of lading.

The loading certificate must be obtained by the shipper/forwarder before loading the cargo, and it should be obtained from one of the CNCA agents around the world (for contact details of CNCA agents please contact your local Maersk office).

All costs and the sole responsibility related to the issuance of the loading certificate are with the shipper/forwarder.

No exceptions are made to the requirement of a loading certificate. All companies, customers, NGOs, embassies etc must obtain a Loading Certificate prior loading.

Non negotiable copy bill of lading

Angolan customs require a non negotiable copy of bill of lading stamped good for clearing ("bom para despacho") by the shipping agent in Angola.

Regulations in Angola

If containers have not been taken out of the terminal within 10 days from date of discharge the terminal operator is allowed to move them to an inland depot (second line terminal), all additional costs will be charged to the importer by the terminal operator.
If no customs process has been started within 60 days from date of discharge the Angolan customs authorities are allowed to sell cargo by auction. Prior to selling any cargo by auction the customs authorities must announce in the newspaper the container numbers and the name of the manifested importers.
If cargo has not been sold by auction, and after 90 days from date of discharge customs process has still not been commenced, the Angolan customs authorities are allowed to give the cargo to the Angolan army. This can be done without any prior announcement.

Cost incurred due to delay will be charged to the customer. No restrictions for all other IMO cargo. Namibe and Lobito port: All IMO cargo must only be handled by direct delivery. Written confirmation from Port is required. Please contact your Customer service agent to obtain confirmation.

Requirements Special Customs requirement	Comments Effective from 17th August 2009 Angolan Customs requires, for cargo release, presentation of Original Bill of Lading stamped by the carrier. Seaway Bill of Landing and Telex release are accepted in Angola and the updates should follow as per global process.
