Major Rail Upgrades Reducing Railway Capacity in Slovenia

Update # 2 - Operational Update for Port of Koper & Slovenian Rail Network

A.P. Moller – Maersk would like to provide you an update on the current operational status at the Container Terminal of the Port of Koper and the Slovenian railway network.

Port of Koper

Despite ongoing challenges related to high yard occupancy at the Port of Koper caused by high import flow and limited truck and rail capacity, the container terminal remains operational and under control. Key updates for the terminal include:

• While yard occupancy is gradually decreasing, it is not yet at optimal levels that allow significant increase in productivity. Customers are kindly asked to clear their import and longstanding units at the earliest to support the return of the terminal yard to healthy levels.
• Truck capacity has increased recently.
• Additional workforce is being onboarded, which is expected to help stabilise the operations further.

Rail Network

In the past weeks, railway throughput has improved, mainly due to the following:

• The absence of unexpected emergencies (i.e. derailments, floods).
• Operational measures implemented by all logistic stakeholders.
• A decrease in transit traffic through Slovenia, which has positively impacted flows from Koper.
• Usage of alternative routes.

Multiple rail closures are still ongoing on Slovenian rail infrustructure and are expected to continue to impact the network till the end of the year. The estimated available rail capacity is currently at 70 % of standard throughput.

We would like to ask for your cooperation and support in sending all orders and documents well in advance. This will contribute to the elimination of further unnecessary delays in the delivery of shipments.

Our teams continue to work closely with the terminal and rail operators to mitigate disruptions for our customers and find alternatives where possible. Update # 1 Major Rail Upgrades Reducing Railway Capacity in Slovenia

A.P. Moller – Maersk would like to inform you about expected railway capacity reduction at the Port of Koper. There are several extensive investment works underway in the area of Slovenian public railway infrastructure that will further intensify in the coming months and impact key rail corridors in Slovenia between June and December 2025.

These infrastructure works are expected to cause significant disruption to rail operations within Slovenia, especially on the Ljubljana–Sežana/Koper line, which serves as the primary rail route to the Port of Koper.

In next years the following investments will have the greatest impact on capacity throughput.

Expected closures till the end of  2025:

Construction works on the Ljubljana-Sežana/Koper line:

• continuous closure of the line on the Divača Gornje Ležeče section from 29.06.2025 to 30.07.2025,
• continuous closure of one line on the Verd-Logatec section from 04.08.2025 to 10.12.2025.

Reconstruction works at Jesenice station from September 2025 to May 2027:

• in September 2025, the reconstruction of Jesenica station begins with a weekend closure,
• from March 2026 to January 2027, rail transport technology to and from Austria (in the direction to and from Slovenia) will be restricted.

Reconstruction works at Ljubljana station from 06.10.2025 to January 2026:

• during this period, only two lines for freight and passenger rail transport will be passable through Ljubljana station.

All of mentioned caused a 50 % reduction in capacity, reduced frequency, complicated planning and delays.
