Further to our earlier advisory(Export General Manifest (EGM) Implementation for cargo export from Mombasa, Kenya | Maersk) as directed by Kenya Revenue Authority (KRA) Customs, regarding Export General Manifest (EGM) implementation for cargo export from Mombasa, Kenya, we would like to remind you on the mandatory requirements by Customs to facilitate entry validation and successful submission of the Export manifest.
Below requirements need to be complied to by all agents to ensure timely, correct and successful submission of the export manifest
- Export entry numbers for Kenya shipments are required to be in ‘Removed-Arrived’ status in ICMS for entry to validate under manifest for a successful submission to ICMS.
Please ensure your entry is in ‘Removed-Arrived’ status in ICMS before submission of shipping instructions. - Each container must have a unique entry number. Duplicate entry numbers on different containers will not validate in ICMS.
- Entry numbers as generated in ICMS should be correctly updated under shipping instructions to avoid failures on entry validations in ICMS at the point of manifest submission. Entries updated as bill of lading numbers will not validate. Note entries should be 16 digit as generated in ICMS.
- All details updated under entry in ICMS should match details submitted under shipping instructions/bill of lading. Incorrect updates will result to entry validation failure. We are noting a lot of rejections on weights and quantities discrepancies on the entries submitted.
‘Load Sea Manifest Failed. Quantities and weights are more than remaining Quantities and weights in previous SAD. - Shipments with Motor Vehicles, Chassis and Engine numbers declaration is mandatory.
- Part shipments where we have different consignees’ same container are not validating under ICMS and therefore we are unable to submit manifest for the same.
- Note that there is no provision for supplementary manifest for exports once initial manifest is submitted. We therefore request that you submit your shipping instructions not later than 24hrs before vessel sailing and correctly to avoid any inconveniences and omissions of your shipment details on the export manifest.
- No manifest will be submitted for shipments that do not have shipping instructions. Maersk shall not be responsible for any penalties, fines, taxes and other similar costs or expenses arising due to failure to submit shipping instructions. It will be the sole responsibility of the customer and their nominated agent to handle and settle any penalties, fines, taxes and other similar costs or expenses directly with KRA.
Failure to comply with the above requirements will result in delayed manifest submission for the vessel and subsequent delays in auto-generation of COE’s in ICMS.
